To operate a large fleet you need anchor points. Each anchor point will let you expand your fleet with another vessel and give them access to any port around the world.

You can expand your anchor points with +1 or +10 at a time. Note that buying them in bundles can be a huge cost saver. The prices on anchor points will increase exponentially as you grow your fleet, so you might want to optimize on which vessels you have in your fleet before expanding.
